Can I reorder pages from different files?

You can reorder the files themselves before merging. Page-level reordering within a file is not supported. Use a dedicated PDF editor for that.

Is there a limit on how many files I can merge?

No enforced limit. The practical limit is browser memory, merging very many large PDFs may slow down on low-memory devices.
